One problem I have observed with numerous governmental organizations is the fact that they each have thier own way of submitting paperwork to show how thier money is spent. Mandatory Drug Testing

If a person wants to qualify for any federally funded government program, they must agree to mandatory drug testing. All states(as Florida did) should not give aid unless there is mandatory drug testing.

Utilize existing educational resources vs paying for them

We have a million dollar contract with Channing Bete to publish educational materials for our veterans to be passed out in the rural health program. All of the topics could be printed from medline for free for distribution . There is no difference in the educational content. What if every American gave "One Dollar Down" toward our deficit? We don't mind giving immigrants benefits. We buy five dollar cups of coffee. What is one dollar? What would it hurt to ask? It is our country, after all. Every man, woman and child...just one dollar.

Social Security Benefits for incomes over 250k

Dependents and those under social security recieve social security benefits, even with household incomes over 250k. If social security for those over 250k was reduced further or eliminated it would save a lot of money. Supplying money to those who are able to save for retirement is not exactly the intent behind Social Security.

Post a Budget Control position at each of the Federal Appropriation Committees who is responsible for saying, "We have only $2 Trillion Dollars from last years income to obligate toward future years spending". Eliminate Income Tax and IRS for Federal Sales Tax

Multiple benefits can result by the change from income tax to a federal sales tax. First, labor savings by the reduction or elimination of the IRS. Allow individuals to invest in their portion of national debt.

The reward being that their annual taxes would be lowered by the amount (currently ~12% and growing) it takes just to pay interest. Obviously, if you pay ahead, you are no longer responsible for that debt interest. As an investment, it makes complete sense for anyone who can begin to do this.
