Reduce the per diem amount for civilians going to Afghanistan. People from our branch are being paid over $3000 per month. They live in Quarters provided for them and eat at the mess halls, so how much per diem do they need.

New Clocks Save time and increase efficiency

Replace old clocks that need to be reset when the time changes with daylight savings. Install radio controlled clocks in all work spaces. This idea will eliminate the twice a year adjustment for daylight savings. It will also ensure that all clocks reflect the same time. It will help federal employees to improve efficiency by wasting less time waiting for meetings to begin.

Close Overseas Military Bases

We could save money and also help the economy here in the US if we closed the majority of military bases. We could open up some bases that were closed or turned into reserve basis with overseas troops. The Mid-West and North East were hit the hardest by the BRAC's they should be given a chance to once again have full functioning bases. This would help local economies and provide recuiting grounds for the services.

Combine the Navy, Air Force, Army, Marine Corps, and Coast Guard online training programs into a single web-enabled entity.
Having multiple agencies and organizations manage the education of our combat personnel is inefficient and highlights the disparity and unfocused attempts the different services take on online education. A software closed loop user feedback process.

Make a policy or law requiring a closed loop user feedback process for new, current and future Government Information Systems (software). This would provide Lean Six Sigma quantifiable data for senior leader decision makers. Not what the vendors, contractors think.

vehicle decals

With the 100% ID check on all vehicles entering a government facility, the need for vehicle IDs is obsolete. Even while on base every vehicle has a license plate that can be ran through LEADs to determine the owner. Not using decals would save the money of the cost of the decal as well as allowing security personnel issueing decals could focus on other duties.

This is a large distribution of magazines. Why don't they create a website to post all of this information on so that way it reduces the cost to mail, saves trees (GREENER) and also people can access past magazines through an archive system in case there was valuable information that they missed.

Hand dryers and water sensors

High intensity hand dryers (example Dyson) to be added to all restroom facilities these units can dry your hands more efficiently and effectively than the older style noisy inafective dryers. I would add sensor driven faucets to conserve water consumption as well. This would clearly reduce the cost of in janitorial expenses, paper waste and water consumption.

Standardize Material Safety Data Sheets

MSDS's need a standard form across the board. Translating manufacturer’s msds costs thousands of man hours each year for environmental reporting within the department of defense. The safety of Department of Defense employees is jeopardized, the work environments compromised and the environment itself suffers because Material Safety Data Sheets are not decipherable. consolidation of the air force and army

currently in Afghanistan the army and air force are working on the same things, "one size does not fit all" so consolidate it into one joint command rather than two separate commands, put the Air Force General for training/etc...the Afghan Army Air Corps in the same command building as the US Army General.

Navy Energy Efficiency Managers

Lack of a comprehensive unit-level energy education program inhibits a collective application of improved practices and does not encourage innovation from the deck plates on up to work towards newer cost-cutting efficiencies in an increasingly challenging fiscal environment.

Reduction of light bulbs

In government building we have natural light, overhead ceiling lights and desk lights. Natural light you can control the amount with shades. Desk lighting you can choose to turn on or off. The overhead lighting is overkill in most areas. In an 8X8 foot square section of the floor we have two - two foot square light fixtures that contain 3 bulbs each. Travel reservations

Cut out the "middle-man" for making travel (flight) reservations. Let the employee make their own flight reservations instead of paying a travel agent. I understand sometimes that plans change and unexpectedly, someone can't travel, then who is left paying for the ticket?
