Restructure the US Tax code and revenue collection systems

Restructure the US Tax code and revenue collection systems The Obamacare health care bill alone added some 30,000 IRS agents; their salaries alone would be millions of dollars per year and that is just the tip of the iceberg. While it is important for taxes to be collected, our current system is a drain on time, economic resources, and complicates social issues. The government should switch to a flat tax of 18%. Filing... more »

Billions in savings

Repeal Medicare Part D.The new program was never meant to be a subsidy to the pharmacutical companies but this is what it has become. The program was implemented with no intenition of funding it so it comes out of the general revenue. It is evident we can no longer afford it.

Tool Crypt for Projects

Many projects and programs purchase tools and ground support equipment for developing and building flight projects. There is not a centralized area where tools can be checked in and out at the Goddard Space Flight Center.

Since projects have a finite life, many of these tools, once used, are not tracked. They are purchased for a specific activity and once the project ends, the tool may or may not be used by another program... more »

Volunteerism

All time spent by employees performing work-related activities that employers suffer or permit is work time, whether on premises or not and whether required or not -- according to the ruling of Permit to Suffer. This ruling should be relaxed so that an employee has the freedom to volunteer services to benefit the government and taxpayers in a variety of ways including driving without reimbursement.

Make it easy for employees to choose hourly pay

My supervisor told me that if an employee is productive for 6 hours out of the day, that's pretty good. This is no surprise.
Why then do we need to spend 8 hours here when it's common knowledge that most people are only productive for 6 hours per day? I can be productive for 8-10 hours a day SHORT term, but long term I only have 6 hours of QUALITY work in me per day.
NASA makes it difficult for people to switch to hourly,... more »

SAVE AWARD implemented and administered at the Department level

Each department would be responsible for implementing an electronic “suggestion box” for their employees.

If employees can see and submit ideas online at their department web site throughout the year it would result in two positive developments: employees would contribute their ideas more often, and management of that department would less likely dismiss the suggestions of their employees.

Budget planning and cuts

Throughout the time I have worked for DOD I have seen so many ways that money is being wasted.
Shops and codes have a set amount of money a year they can spend on for their budget. Some spend it all at once, which doesn't work well, because when it gets close to the end of the fiscal year, they have run out of many items and don't have the money in their budget to get more, or they have to borrow money. Then other's... more »
