Mandate the purchase of In-Vessel Composters at all DoD installations that have housing and dining facilities.

This idea falls under cost avoidance. DoD installations pay for waste disposal, and an in-vessel composter would pay for itself in less than 4-7 years (depending on solid waste disposal prices at each location).

Mandatory Recycling in DoD

Require all Federal and/or DoD installations to recycle. Not only that recycling is "available" but that it is MANDATORY.
The average estimates for installations that offer recycling is about 35% recycled. The goal is about 50%. In reality, we are federal employees and we know how to follow regulations. If recycling was required, we could make this percentage closer to 90% and provide HUGE cost avoidance savings.... more »

Rechargeable Batteries

Mandate that all batteries purchased with Federal dollars be rechargeable (if the size of battery comes in rechargeable).

If there is a piece of equipment that requires non-rechargeables (or lithium) in order to perform properly, then require an exception to policy to be turned in with each purchase.
