Require those who do travel submit reciepts for everything! The travel regs are too loose with "if under this amount no reciept is required". I have seen where people submit reimbursement request for items they never actually incurred because they view or feel it is an entitlement, after a while these things add up.

The IRS requires approximately 65,000 employees who travel at least once per year to acquire and use a Citibank government credit card for official travel. Travel is funded through a centralized billing account (CBA) for employees with low credit scores or history of misuse.

Allow use of electronic receipt submission in GovTrip

We use GovTrip for travel authorizations and vouchers. In the system, there is a function that allows for uploading receipts electronically, by either attaching a pdf or faxing to create a pdf. But the agency is not using this feature. Instead, we have to provide a copy of our receipts to another staff member who provides that copy to the processing center, who apparently does not have access to the receipts we can upload... more »
