US Public Health Service (USPHS)

I recommend consolidating the USPHS into the US Navy (similiar to the Marine structure where they would fall UNDER the US Navy but remain a separate branch of service). They could be utilized at any DOD branch, all other government branches and some VA hospitals.

Eliminate Redundant Time and Attendance Tracking Systems

Current agency personnel are required to track their time and attendance on two separate tracking systems: WebTA and and internal Excel spreadsheet that mimics WebTA. Both tracking systems provide the same accountability for time and attendance however, the WebTA system is the official tracking system used by agency.

The current structure of the USAF in the warzone is based on a pre-internet model from an airlift perspective. The TACC at Scott AFB, in conjunction with US TRANSCOM, vet and assign transportation to all DoD users around the world. Terminate the contract with GovTrip. It is an impossible website to navigate and probably costs millions of dollars in frustrated staff time. Switch to a simple, easy-to-use system.
