Standardization of Project Management practices and procedures is critical to making Project Management a "shared service" in the Cloud environment.

A "stnadards" organization like NIST should be mandated to establish (at least minimum) project management policies and procedures that all agencies must follow.

Allowing every Agency and even divisions within the agencies develops their own "standars" is highly inefficient.... more »

Currently project managers, and other officials with the authority to spend money, are appropriate dollars mainly on a fiscal year basis. Successful PMs are those who, having met the requirements of their project, have also spent all their money. This is immensely important. Those who don't spend all their money are regarded as not fully successful. There is no incentive whatsoever to look for ways to save money.... more »
