Have leadership and managers review all proposed innovations, that would affect their areas.
Many small suggested innovations could be easily and inexpensively implemented, without formal implementation teams.
Federal managers suffer no consequences for being bad managers. The number of grievances and EEO suits filed is a red alert that something's going wrong in the office. These should be part of a manager's record, and a grievance/suit lost or settled by the agency should automatically result in a suspension of management duties.
There is no need to waste paper and spend money on business cards for government employees. For example, management receive printed business cards with their titles. In our facility a front line supervisor supervises about 15 - 20 employees.
A second line supervisor manages between four and eight front line supervisors.
Then you have admin in the front office.
It seems like the ratio of direct reports shrinks the higher you go. Even out the number of middle managers or eliminate the middle management role altogether.
Higher-level employees, managers, supervisore, SES folks do not NEED higher-quality furniture (real oak, etc.). Make them get the same standard furniture as all government employees. Of course, they may need different furniture, or more, depending on their position, but not better.
