As a recent hire, I have seen the amount of time (read: money) wasted in the hiring process first hand. I believe a great way to realize savings, and create a better work environment, would be to create a standardized information package that tells you:

A) How to sign up for benefits
B) Where to get your government ID

Share Security Check Information

I have worked for, or applied for several agencies in the federal government. It would be a cost saver and a team building experience to have the personnel security divisions to share the security checks and clearances information.

A central area to store the information would make it easier and quicker for personnel to be hired and on the job.

Revamp USAJOBS.GOV To Allow For Job Applicant Feedback

USAJOBS.GOV should be revamped.

Job applicants should not only receive the confirmation that the resume/application were sent, applicants should also be provided feedback from the HR reviewer.

The HR communication would prevent the necessity of follow-ups and simplify the Federal Government job application process, saving the Federal Government millions of dollars.

Make hiring a completely Directorate level process

You could save a ton by making the hiring process driven by the Directorate or program that's using the employee. The GS-14/15 would enter an approved PD to USAJobs themselves, adding in a supplemental statement if the PD is too canned. Simplify and accelerate the recruitment of federal employees

Recruitment to federal jobs is heavily burdened by ancient and illogical procedures that vastly complicate the application process and limit the hiring flexibility of individual managers. A college graduate applying
for a federal job confronts a complex and lengthy application form demanding far more information than any employer reasonably needs. The very nature of the application deters applicants.

Create a Government Temp Agency

In the short term, this will cost money. In the long term, it could probably eliminate some full-time, benefitted administrative positions. Create a career building opportunity for young people. And replace expensive contractors with "in-house" hires. FEMA's Disaster Assistance Employee system is very much like this - as needed, full time temporary positions.

Stop the repetitive "do-overs" for Personnel actions

The president announced that the hiring time for federal employees needed to be reduced - so Air Force Personnel Center now maintains metrics stating that they have no RPA's for hiring open more than 50 days...
