Expand USASpending.gov to include contract and grant deliverables. Grant-making agencies inadvertently double, sometimes triple fund the same work. With this added capability, program managers could search for similar, already federally-funded deliverables and give higher priority to innovative, responsive and highly-rated yet unfunded proposals.

Eliminate standing panel meetings for fellowship competition. With 35-40 panels per year, 5 panelists per panel, the travel costs alone are excessive. Run the competition like Summer Stipends, solely by mail. This was done many years ago, so there is precedent.
Why do we need separate federal foundations? We have the Morris K. Udall and Stewart L. Udall Foundation, the Christopher Columbus Foundation, Barry M. Goldwater Foundation, James Madison Foundation, and the Harry S. Truman Foundation. Can't these grant programs be incorporated into existing federal grant agencies? For example, the Christopher Columbus Fdn seems a good fit for the NSF.
Require all federal grants given to individuals(fellowships, stipends, scholarships, etc.) be given only to U.S. citizens. Currently, foreigners who reside in the U.S. for three or more years are allowed to receive these grants.

American education is by itself a big incentive for foreign students. They may not mind, if they could afford, to be paying their way through schooling in the USA.
Otherwise create loans for them like all Americans kids already need to get, so as to encourage and retain brilliant students from other countries.
