The Government frequently contracts out unique requirements that it would otherwise not make sense to insource (basic make vs. buy concept). It clearly does not make sense to hire full time employees to complete tasks that you would only need a few time. Free Phone Call using Communicator for SBU business

Enable Phone Call feature in the Chat program (as Communicator) that already exist and are authorize for use in the DoS. The call feature is at present disabling and it could be used for phone calls, saving millions of dollars in calls that are done in regular phone lines, most of the time more susceptible to information. Cell Phone Carrier Service- Free

Some installations (and also public lands) have cell phone carriers who lease out land to have cell phone towers on them. Require that a provision of the lease be to allow the government cell phones and blackberries at that particular area to have free coverage on that providers network.

Save Money on Software Licenses

I believe that the government could save a bundle if they didn't buy Microsoft Office Products and Licenses. There are so many products available now that are free to use. WordPad comes equipped on every computer, and then there are free downloadable programs such as Prezi, which could replace PowerPoint.

Elimate CP CLEAR for FREE Lexis Nexis on OSC

DHS pays Choice Point to use their database CLEAR to research businesses, people, addresses, etc... I just attended a free class to learn to use Lexis Nexis, which has an alerts feature and improved refinement capacity over CLEAR. I suggest that DHS and its components save money by cancelling their CP contract and have all of their employees use the free service Lexis Nexis provides through the Open Source Center.
