Intelligence Community IT consolidation

Require the Intelligence Community to consolidate it's business IT systems to a common platform. Right now, CIA, NGA, NSA, NRO, and others maintain their own unique (and often un-interoperable) IT systems. Change the rules for SSA in the case of early outs/buy outs

Early outs and buyouts are tools for managing the size of the federal workforce, but there doesn't appear to be thought given to asking SSA to make provisions for those taking advantage of those programs. It would be actuarially sound for SSA to consider making such provisions, lessening the penalties, as the FERS system becomes the primary retirement system for federal employees.

Automation of Financial Management Systems

The DHS HQ office I work in does not have a financial management system. We rely on spreadsheets and memory. The efficiency and efficacy of the budget preparation, execution, and performance tracking are non-existent. We spend countless man-hours tracking down information, running models by hand, and relying on information that someone annotated somewhere.
