Creating a VA Regional office training dept

I would suggest the Dept of VA, stop conducting centralized challenge training across the U.S. I would instead suggest each RO having a training dept to give out all new, and updated training. This department would be established with certified VSRs and RVSRS. I would suggest these individuals certified and have certain educational backgrounds. Background:
Coast Guard guidelines for vessel transit planning are intended to maximize operational effectiveness. Each vessel in the fleet is expected to transit at a speed that uses fuel efficiently; enabling the unit to spend more time in the operating area, reducing wear on engines and saving money. Decrease Disability Eligibility/Increase Contribution to Society

There are over 8 million persons receiving SSI with over $4.3 billion spent in just the month of June 2011. This seems excessive. I don't mind helping support someone that is doing their upmost to help themselves. It seems perhaps too many people qualify to receive SSI benefits. Budget planning and cuts

Throughout the time I have worked for DOD I have seen so many ways that money is being wasted.
Shops and codes have a set amount of money a year they can spend on for their budget. Some spend it all at once, which doesn't work well, because when it gets close to the end of the fiscal year, they have run out of many items and don't have the money in their budget to get more, or they have to borrow money.
