OVERTIME/ALTERNATE WORK SCHEDULE!!!

CBP currently pays its Officers double pay for its overtime. You can reduce this high cost by moving the current 4 shifts around. First option provides a 2 hour overlap of officers during the busy hours. EX. currently the shifts are 04-12, 08-16, 16-24, 24-08. The only overlap is from 4-8 & 8-12. Streamlining the Immigration Court Process

I am a student volunteer at Immigration and Customs Enforcement in one of the Offices of the Principal Legal Advisor. We have Notices To Appear (in court) sent to us - thousands of them. Our shelves become full, and we are not able to attempt to approve many NTAs for over 2 years (this is for non-detained cases only).

Re-align the current CBP, ICE and TSA

First, the United States Border Patrol should be re-aligned with ICE/HSI with Border Patrol taking care of Border activity and ICE/HSI focusing on interior. If these two entities were merged you could eliminate a massive amount of redundant middle-management and improve the communications immensely because it would be the same agency.

My idea is for the "powers that be" to develop the ability for any monies left in the budget at the end of the year to be applied directly to the National Debt. Meaning that a local office can press a button and the monies go directly to the National Debt, they are not funneled back to parent agencies where the monies will be spent so they don't loose out the following year. Uniform Allowance Modifications

To the best of my knowledge all 44,600 uniformed employees of CBP get an $800.00 annual clothing allowance. Over the past 9 years my experience has shown that the majority of employees spend all of their funds even if they do not need any uniform supplies. Currently when an immigrants gets injured during his travel from his country, we utilize alot of man power and hours to transport and guard the individual in the local medical facility. Billions in savings with LEAP for CBP

Change CBP to LEAP (law enforcement availabilty pay). This would eliminate the 15% & 20% night pay differentials & take out the 50% Sunday pay. It would cost 25% more pay to every officer, but you could eliminate the overtime, which costs hundreds of millions a year, or nearly a billion dollars per year. Secure the border...

Secure the border by vigorously enforcing current immigration laws and addressing the reasons why people illegally come to the U.S. (jobs and benefits).

CBP is fighting a losing battle to “secure the border” as long as ICE is free to pursue enforcement activities other than immigration and customs enforcement (which happens to be their name).

Telework for TSA Inspectors

Allowing for Inspectors to Telework will reduce or free up the need for additional office space (and the associated costs). A majority of time spent in the office is for data-entry of inspection reports which can be done from anywhere. Inspectors are equipped with laptops capable of tethering for intra-net access.
