By eliminating the six "Regional Headquarters" within the NWS, directives from the top would reach the field offices more "efficiently" and would be carried out more effectively. Navy Warfare centers are spread throughout the US and by consolidating them onto Navy bases would save billions and get rid of redundant layers of overhead management and layers of mangemtn that is costing us billions a year.
Computer (IT) equipment (HW) would not need to be updated with the frequency that is common with Microsoft (MS) products if this idea were followed: Each newly-installed MS operating system (OS) is usually coupled with new desktop (PC) HW. Why do we need separate federal foundations? We have the Morris K. Udall and Stewart L. Udall Foundation, the Christopher Columbus Foundation, Barry M. Goldwater Foundation, James Madison Foundation, and the Harry S. Truman Foundation. Can't these grant programs be incorporated into existing federal grant agencies? For example, the Christopher Columbus Fdn seems a good fit for the NSF.

Consolidate all land management and land planning agencies to reduce the duplicity of work required such as NEPA and to reduce the continual problem of turf battles and lack of interagency coordination.
