If a command/agency has more than 100 employees they should be required to install a phone switch or be tied into a base switch rather than have commerical service. It cost about 30 dollars per phone line with voicemail using commerical service, they charge 10 dollars for every voicemail reset and it's expensive to have a phone number relocated even if it's to the next cube.
There is no need to pay contracters two to three times more than you would pay a government employee to do the work. Positions such as Video Teleconferencing Technicians, VTC bridge operators, schedulers, Telephone switch administrators are all permanent positions and should be filled by government employees.
