Centralize Toner Cartridge recycling fees-place in genl Fund

Toner recycling has become a huge business. Office Product stores offer a minimal amount to recycle, but if all agencies had to forward to one location, or had one mailing label and the recycling refund fees could be routed to the general fund, the government could make several hundred thousand to millions of dollars each year. It is proven with statistics that the volume of EEO cases are constantly rising in the federal sector. One of the ways to reduce this is to make it mandatory for managers to mediate with employees if the employee opts to mediate. Increase Promotion Opportunities within Office

I'd like to see an increase in positions that allow upward movement in grade (e.g. increase GS-07/09/11 positions). Increasing these opportunities will promote continuity within organizations/offices by retaining employees for a longer period of time. Example: I have been a GS-09 for over a year and only now do I understand the full function of my office.

While I agree with budgeting and forecasting to prevent fraud, waste and abuse, I feel that colors of money restrict organizations from purchasing the items that are needed versus the purchase of items to avoid “use or lose” mentality of funds.

I believe this program to be in place because those of us in the “field” (i.e. away from our central Departments in Washington D.C.), feel the effects of countless initiatives at the lowest level. Go back to ONLY two pay systems. The GS (WG) and ES system. Get ride of core comp because this is a wasteful way to manage the tax payer’s money. You need additional people and departments to manager 4 or 5 different pay programs. Due to the amount of manpower apply and the overwhelming amount of evidence about extended oil changes, we could save a lot of money if we can just extend the oil changes to 4000 miles. There is really no indication that draining oil out of a vehicle at 4000 mile intervals would have a negative effect on the vehicle life.

Currently, the government is using joint base operations to train military on their jobs. As with any training, the costs can skyrocket. I've been completing a lot of travel vouchers lately, and I think it should be mandatory for travelers to fill-up gas tanks of rental cars before returning them to the airport or rental facility. Gas from the rental facility can cost between $7 and $11 a gallon. There is no suitable reason for this unnecessary expense. There are an estimated 2.6 million Federal employees. For OPSEC purposes alone, we're instructed to turn our government computers off at the end of our duty day. Yet, my observation has been that a significant number of staff do not. Suggestion: emphasize, encourage, and finally better enforce this guidance.

Have an annual award at an agency or Department level for the frugal traveler.
I have noticed that multiple people can go on a trip and come back with a huge variance in cost for almost the identical trip. Some people use subways instead of taxis. Others use a different airport to get a cheaper flight. Some travel back in the evening to save a day's per diem.

With the system that is currently in place all I need to do is get my purchase(s) approved by my approving official and a Field Budget Analyst. For regulatory reasons notices and information on Privacy are issued to people whom interact with agencies, often duplicate reports are issued to spouses and represenatives. In the private sector you have an option to recieve the data as a secure PDF file, electronic format or in paper.
