Turn Use-or-lose leave into non-expiring sick leave

Millions of employee-hours are wasted every year by employees forced to take leave by the end of the year or lose it. Many of these employees are high performers who don't like to take leave, and forcing them to do so costs the government billions annually in lost productivity. UNIFORM ALLOWANCE AND RECYCLING

At the end of every year, your uniform allowance becomes use or lose.

Minimize the allowance slightly and allow for rollover of unused moneys, and people would feel less compelled to spend it, and may even promote the saving of unused moneys.

Also implement uniform recycling.
