Why not use a Transloc type GPS commuter transit/bus tracking system such as most universities use for student transit assistance?
There is a public transportation system at Fort Meade, however it is terrible. I live 2 blocks from the train station in Baltimore and yet still opt to drive to work every morning at my own expense.

This idea applies to ALL federal agencies. All federal employees and visitors should pay the market rate for parking at ALL federal owned and leased buildings. This will encourage the use of public transportation, telecommuting, and carpooling. It will reduce traffic congestion and cost of road maintenance. It will reduce the federal budget deficit.
They could replace desktop computers, laptop computers and Blackberries.
