The buddy system is alive and well in DoD - to truly get the true leaders to the top of the heap, employees should have input into their performance reviews. Congress, budget, debt ceiling, anonymous dialog via a SAVE like

Maybe by using a SAVE like process, Congress and the President can come to terms on a budget and work out the details of a debt ceiling negotiation in a timely manner. After all, there is advantage in not allowing anyone to have a dislike button. It forces dialog by making one write their own thoughts here and maybe start meaningful dialog. Remove CPU and operate solely from servers in VA Hospitals

Currently CPUs are used to log on to the VA network in the hospital medical center. These machines are outdated and have performance issues limiting productivity. The bulk of functioning already occurs at a server level which results in server lag time and delay compounded by limits of the CPU processor the user is working from. All Department and Agency Data centers under One Federal Cloud

Move all data centers under Federal clouds (private like clouds for all Federal agencies, managed by one agency – physically spread out through out USA), we can make federal agencies (at least the civilian ones) use it on a pay and use basis. Avoid Overfunding Grantees

Expand USASpending.gov to include contract and grant deliverables. Grant-making agencies inadvertently double, sometimes triple fund the same work. With this added capability, program managers could search for similar, already federally-funded deliverables and give higher priority to innovative, responsive and highly-rated yet unfunded proposals.

Remove Fixed Fee from Firm Fixed Price Contracts

Fixed fees do not create incentives for contractors to do the best job that they can do. The braod majority of government contracts used fixed fee awards. This wastes government funds! The U.S. should switch to using performance based fees, and remove the use of fixed fees under all circumstances, except special cases as listed under a FAR update.

The government currently loses out on hiring top candidates due to the slow pace of the process. Accordingly, the government should set performance targets for agency hiring actions requiring that the average time to fill a position improves to 45 days or less on average. Establish incentives for human capital management staff that are dependent on their hiring time performance.
