Routinely the DOJ and US Attorneys Office will subpoena Federal employees to testify in cases outside of the employee's geographical work area.

These cases can often be cross country in nature as currently my office on the West Coast is working to find funding to send an employee to the East Coast for under one hour of general background testimony.

Mandate that the top 100 ideas at a minimum are forwarded to the involved agency executive for review and comment.

There are an extensive amount of valuable ideas here that may not score number one. It would be tremendous waste of effort if those below number one were not reviewed for consideration. We all have an idea or two here, we all put effort into this, what a waste if the ideas were simply deleted.

Storm Damage Survey Savings

National Weather Service meteorologists currently conduct storm damage surveys within each office's large responsible territory after storms. Surveys are ideally conducted by at least 2 employees per car so that there is one to drive and another to read maps and look for damage. Elimination of WCM Positions in the National Weather Service

WCM positions within the NWS are GS-13/14. These positions are for outreach. The NWS needs to concentrate on improving forecasts and warnings. With pressure to eliminate FTE's within the NWS due to budget issues, the WCM positions can be eliminated with no impact on basic weather services delivered to the public. Outreach can be handled by the MIC.

Use employees for "Crowd Sourcing" projects

Some positions, by their nature, have periods of “down time”. So why not establish a registry where employees can sign-up to help out on other projetcs during this “down-time”. Why pay people to do nothing? Tap the expertise of those who are willing and able to help. The Internet makes it possible to lend a hand 24/7 without leaving your post.

Utilize Other Organization Damage Assessments

After severe weather strikes an area, the NWS sends scores of people - often in overtime status - to survey damage. Likewise, local emergency managers, American Red Cross, and other organizations conduct similar assessments in the same area. Utilizing and sharing ALL of the assessments would reduce the amount of time / money the NWS spends on conducting assessments.

Country weather support why pay for duplication of effort

Currently the military and the NWS issue weather products (provide the same weather support services) to their users. The Air Force and Navy issues weather graphics for aviation weather forecasting and weather watches, weather warnings and advisories for tornadoes, severe hail, strong winds that the NWS issues for the general public. Reducing FEHBP Costs & Eventually Health Care Cost Itself

The current subsidy for FEHBP premiums encourages selection of the most expensive and least efficient FEHBP options available by providing the largest dollar subsidy to those individuals selecting the most expensive plans (i.e., 70% of a very high-cost premium).
