One of the main roadblocks to going paperless is fear. Many government employees/military personnel have access to free Microsoft and other software education at no charge. Civilian businesses require this of their employees. The government should require it of theirs. If everyone understood computer software they would be much more efficient and much more open to the idea of going paperless

Save Money on Software Licenses

I believe that the government could save a bundle if they didn't buy Microsoft Office Products and Licenses. There are so many products available now that are free to use. WordPad comes equipped on every computer, and then there are free downloadable programs such as Prezi, which could replace PowerPoint.

In my organization, we use three different versions of Microsoft Office, Office 97, 2003, and 2007; and two different OS. We are in the process of deploying Office 2010/Win7, but only on select platforms because the other computers are too old to update. Use GIMP not Photoshop, LibraOffice not Microsoft office

Open source software is readily available to be used in place of high dollar software. Particularly, GIMP is photoediting software that is very similar to Photoshop but is free software. The same is true for Libraoffice which is a free version of microsoft office. This would save money for anyone that uses a computer.
