Stop establishing presidential libraries in favor of electronic and mass storage. There is no need to have libraries all over the place, to have facility and staff costs for each president. By condensing you can save a lot of money. Instead create electronic archives (which they already do) donate to the smithsonian and utilize a larger storehouse for things with less value.

Get rid of libraries at federal agencies. Rarely used for intended purpose as most people research online.
In areas where many agencies have offices and are located in close proximity (such as, DC, NYC, Longmont, CO, etc.) why not share librarians, reference and research materials.
