Each day we send letters via certified mail in order to track the delivery or failed delivery of certain critical documents. However, it appears that the certified mail cost per letter is higher then the cost to send the same material via the private contract carrier (UPS, FedEx, etc.) under currently negoitiated contracts. VA needs to upgrade the structure and content of standard language used in its automatically generated letters (MAPD and PCGL) to provide optimal service to Veterans, slash claims inventory, save money, and boost employee morale.
Edits should be done by VA employees who work claims daily, not contractors in Washington who have never opened a Veteran's file.

This idea can be spanned into many departments. Just speaking for the edu dept, we send out more letters than anyone could count e.g. 1 case: Development ltrs when we need more info from the claimant, Certificate of eligibility, award ltrs for enrollments, many correction ltrs from amendments from school hour reductions or inc, withdraws,... more »

Federal agencies send out large quantities of large envelopes, which are referred to by the Postal Service as “flats”. Flats are more costly to mail than ordinary letters because they are sorted and processed on different Postal Service machines and cannot pass through the high speed letter sorting equipment.

The VHA mails out letters to Veterans who have been selected to receive a SHEP survey indicating in the letter that the Veteran will receive a survey and to please complete the survey and mail back. Then, the Veteran receives the survey in the mail. The Veteran will receive a third letter reminding the Veteran to complete the survey.
