Simplify templates for briefings and fact sheets
By having plain but professional templates for briefings and fact sheets, millions of dollars in ink would be saved. Some templates that are used are extremely intricate with lots of images and color. While this is aesthetically pleasing, it is not fiscally responsible as it is very costly to print the sometimes hundreds of copies that are used and passed out at meetings and conferences.

Increase Use of Working Dogs on Trains and Subway Systems
Use of working dogs on trains and subways will have a significant impact on security with minimal cost. It is not feasible to scan all travelers and their bags on trains/subways. Dogs could accomplish faster and more effectively with little impact on the traveler.

In order to accomodate sound fiscal management with a true and measurable cost savings to the government and taxpayers, while respecting our workers, I suggest that as benefit to the government, employees should be able to donate 16 hours of annual leave per year to the government in lieu of an unpaid 40 hour furlough (should furloughs become neccessary).
