Currently few if any TSA airport sites use working dogs. Instead of spending millions on technology that cannot find everything, start placing trained bomb sniffing dogs at all airports. At the same time train TSA personnel to watch for signs of people reacting nervously to the dogs. By having plain but professional templates for briefings and fact sheets, millions of dollars in ink would be saved. Some templates that are used are extremely intricate with lots of images and color. While this is aesthetically pleasing, it is not fiscally responsible as it is very costly to print the sometimes hundreds of copies that are used and passed out at meetings and conferences.

Disaster relief is invaluable. Unfortunately, it brings along with those in need, those who willfully abuse and repeatedly "scam" the system. Why not eliminate-- where we can-- applicants who commit fraud because of ease or opportunity? Initial housing assistance after a disaster is generally around $2,000.00. Use of working dogs on trains and subways will have a significant impact on security with minimal cost. It is not feasible to scan all travelers and their bags on trains/subways. Dogs could accomplish faster and more effectively with little impact on the traveler.

Lately there have been a number of naturalized citizens convicted of terrorist activities against the US. None of them have lost their citizenship. They and their immediate family (if naturalized) should be immediately stripped of US citizenship on conviction of involvement in terrorist related activities. In order to accomodate sound fiscal management with a true and measurable cost savings to the government and taxpayers, while respecting our workers, I suggest that as benefit to the government, employees should be able to donate 16 hours of annual leave per year to the government in lieu of an unpaid 40 hour furlough (should furloughs become neccessary).

I believe that all government agencies can become more efficient by learning from the private sector. Before joining the TSA I worked in quality control for the semiconductor industry.
