Employee Sharing of Travel Savings

It is time to encourage employees to save on travel expenses by sharing a percentage of the savings they have on their travel. Use the average price of hotels, rental cars and air travel for TDY location and give the employee a percentage (say 10 or 20 percent) of the amount they save the government. By doing this, the Government could develop a culture of looking for the best price and most savings.

As the world progresses so must the federal government. Purchasing data pads to replace paper (ones you can write and have download/ upload into your computer) would save hundreds of millions of dollars in paper and printing costs.

Eliminate Paper Towels

Simple idea but this would save millions wasted a year considering we have 2 million federal employees. Paper towels have to be purchased, shipped, stored and disposed of. This would make government wide more eco friendly by saving trees and eliminating the amount of waste we produce. The air dryers (without heat) are a very cost effective and would pay for themselves quickly.

Make an assessment of worker to management ratio

As an example; an office of 24, management consists of 1 Associate Commissioner, 1 Deputy Associate Commissioner, 1 GS-15 Director, 1 Executive Officer, 3 GS-14 Division Directors, 1 GS-14 Senior Advisor, 1 GS-13 Supervisor; 9 managers to manage 15 people? Turn off computer monitors at night.

Turn off computer monitors at night. Computer monitors can always be turned off at night. Computer upgrades can occur with monitor screens switched off. Leaving computer monitors on at all times is a huge waste of energy and dollars. It is completely unneccessary!! Let's save those dollars! Let's save that energy! It will also cut our greenhouse gas emissions!

Extend Time Between TS Clearance Reinvestigations

Currently, an individual with a TS clearance must be completely reinvestigated every five years. This is an expensive and time consuming process that has provided little benefit in rooting out potential spies, terrorists, etc. My suggestion is to do a full reinvestigation every ten years and every five years do just a police and financial records check. Increase Number of SAVE Program Participants Meeting President

Currently only one mysteriously selected winner in the SAVE program gets to meet the President. Recommend that this be changed so that the Top 5 or perhaps the Top 10 winners would meet the President. This could help increase participation in the SAVE program and lead to more money saving suggestions from someone who would not have participated.

Travel Reform

Here are three ideas to give an incentive to spend less on travel:

1) You can pay for the flight as usual (through a travel contractor) or you can make your own arrangements and be reimbursed 50% of the ticket price.

2) You can have the government pay for your hotel (pay using a government credit card aka travel card) or you can be reimbursed 50% of the per diem rate for the hotel if you find your own lodging.

Match HVAC and lighting output to occupancy

Install programmable building controls that enable systems to provide light, heat and cooling to building spaces only when they are occupied. Our district operations office, runs the AC at the same temperature 24/7. The A/C should shut down 30 minutes before closing time. There are empty areas where the lighting is being wasted, those areas should have the lamps reduced in output or turned off.

Require Federal Agencies to have 20% of staff telecommute

Our agency has very few offices approved to have staff work from home. There is absolutely no issue with policy analysts (for example) being able to do most of their work from home but generally, the option is not afforded.
