Eliminate Overtime Pay

Many employees "extend" work hours if they are provided with the incentive of overtime pay. Because they essentially learn to rely on this extra pay, they work slower to ensure they are able to work overtime hours. By eliminating overtime and keeping employees at salaries, the work would be much more efficiently handled. Trust me on this one, after many years working at different offices in operations and having spoken... more »

All Public Contact Procedures Reducible to Checklist

At SSA, no procedure for resolving public contacts is self-contained - every procedure references other sections, which in turn reference other sections, ad infinitum. Therefore, it is not possible to access a clear, concise, procedure for accomplishing anything.

The simple truth is that any analyst who truly understands the work can reduce any procedure to a checklist, which is the basis for every mission-critical process... more »

ODAR - Vocational Expert CD's

In Social Security disability hearings, vocational experts are called upon to render expert testimony. In order to prepare for the hearings, the vocational experts must review the case files. Therefore, a senior case technician must burn the files onto CD’s, and the vocational experts must come into the ODAR office to review them. Once the CD’s have been reviewed, they are put into the shred box to be destroyed. So... more »

Consolidate HQ Components for BIG Savings

The Office of International Programs as an example has a staff of 24 with 40% management. Half of the group can be moved to OISP to work with the domestic policy and the other half to OIO (Office of International Operations). There are various other components that can also be consolidated to save resources and unnecessary management.

Inter-agency information sharing

While working on claims within the Social Security Administration, we very often have to verify a claimant's income from other sources. Many times, this income comes from another government entity such as the VA, EDD, OPM pension, HHSA, Dept of Child Support, etc. We spend time and resources requesting information on the benefits from the claimant, and if the claimant is unable to obtain the information we spend more... more »

Implement smarter workstation replacement policies

It is a given that CPUs need to be replaced every so often to accommodate software upgrades and improve processing speeds. (Perhaps it is true that some agencies, such as SSA, replace them too frequently, but that is the subject of other SAVE Award ideas so I will not get into that here.) However, computer monitors have longer life cycles and so whenever agencies do a workstation replacement they should not simply replace... more »

Allow Citizens to Print Replacement Social Security Cards Online

Every year, the Social Security Administration processes, prints, and issues tens of millions of replacement Social Security Cards. This costs the government untold printing / postage costs and places an enormous burden on both service representatives and citizens to visit their local office for a replacement.

Instead of reissuing cards on security paper by postal mail, allow citizens to sign in online at SSA.gov and... more »

Anonymous Interviews for all jobs- SAVE EEOC COMPLAINTS!

Too often high-ranking officials choose those most like them for promotions and unfortunately discriminate against more qualified minorities.

Perhaps it is time for others outside the region to choose who to promote through anonymous interviews, thus race and ethnicity are not a part of the hiring decision. Such methods are used when submitting dissertations for doctorate degrees. The dissertation is not judged by "who"... more »

Save BILLIONS – Repeal DOMA

This is not a new social issue. Generations have had stable, non-traditional living arrangements. The Founding Fathers would want a tweak in federal law to promote efficiency, quality, simplicity, speed, & EQUITY. One simple change would put tens of thousands back into these households & the general economy. The IRS would feast on hundreds of thousands in “marriage penalties.” The welfare system would benefit by fewer... more »

Revamp Social Security Benefit Verification & Letter Process

One of the largest burdens on Social Security each year is creating "Benefit Verification Letters" for citizens. They are used to verify things like benefit enrollment for purposes of state program eligibility, proof of income for loans, and even birthdate! But due to the wide and undefined range of use, the agency will customize the letter to include whatever a citizen wants.

The process is done in-person or by phone.... more »
