Binder tabs/dividers come in packages with numbers 1-20 or letters A-Z. The high number/letters rarely get used in briefing books, and ultimately get discarded. The lower numbered/lettered tabs often run out, while the office has a surplus of unneeded tabs with the higher numbers/letters.
