President Obama should designate one lead agency for international development to avoid costly, contentious and time-consuming interagency coordination and potential duplication of activities. For the President's Emergency Plan for AIDS Relief, for example, the staffing and level of coordination needed for 5 or 6 different government agencies working on HIV in a single country is incredibly time consuming and wasteful.... more »

default printer settings on all USG computers

With move to paperless offices, it is astounding how many people print and then scan hard copies back to make them into e-documents. Users are often not aware that they can "print to PDF" format direct from their desktops, and have the "scanned" document immediately available.

What a waste of time and paper, not to mention additional hardware support and maintenance to the required scanners and printers.

Bill foreign countries for expenses incurred by their citizens

The U.S. gives aid to almost every country in the world in one way or another. If a foreign citizen uses U.S. services without paying -- hospitalization and medical care at the top of the list -- hospitals etc. should send the bill to the State Dept which would bill the appropriate country. If the bill is not paid within 30 days it is withheld from their foreign / military aid and the State Dept should repay the hospital/institution... more »

The department of state made of various functional areas & each of these areas has specific tasks they carry out, however they do not work in isolation. The different functional areas collaborate with each other from time to time thus the systems that support their activities also need to be able to collaborate & share information. At DoS, our office acronyms are a foundation of many of our information systems; they are standardized to reflect the name of the office, not the name of the individual who occupies that office. This eliminates the need for widespread change during times of personnel turnover.
