Don’t allow inmates to control their cell lights.

Inmates have full control of their cell light. There are four fluorescent tube lights in each cell and the inmate leave them on all day. The inmates are locked down every night at 9:45pm. I say we shut their lights off at 10:00pm and don’t turn them back on until 6:00am. Place sensors in the cell so if there isn’t movement the lights turn off. I have worked in the prison system for over 10 years and I have to question why we spend hundreds of thousands of dollars performing elective surgeries on inmates that have lived with their conditions for years.
