Instead of cutting money to the military, quit paying extremely high retention bonuses. For a new person to enter the Navy, for example, there is a sign on bonus of at $2000 and some even get $25,000 depending on their ASVAB scores. EXTEND RETIREMENT ELIGIBILITY

A mandatory retirement for O4s after 20 years is counterproductive if you can utilize them beyond that period in an O4-O5 billet. Undermanning in the military for O4s is endemic and retaining those who actually want to stay in would save hundreds of millions of dollars as the O4s who would be collecting retirement are now actually filling needed gaps and billets that are essential to the fighting force.
