Leverage XML or (at the lowest end of the technology challenges) MS Word to develop building blocks of content.

 

Use and recycle building block content across multiple projects and multiple documents.

 

Manage comment periods more efficiently by using tagging/metadata for data mining opportunities.

 

All of the above also promotes a paperless process.
