Stop the repetitive "do-overs" for Personnel actions

The president announced that the hiring time for federal employees needed to be reduced - so Air Force Personnel Center now maintains metrics stating that they have no RPA's for hiring open more than 50 days... Unfortunately, they are skewing the metrics to meet the Presidential mandate but not actually accomplishing the hiring within the 80-90 day limit set by the President.

Make hiring a completely Directorate level process

You could save a ton by making the hiring process driven by the Directorate or program that's using the employee. The GS-14/15 would enter an approved PD to USAJobs themselves, adding in a supplemental statement if the PD is too canned. They'd get the resumes back in using something like Application Manager to weight the resumes. They'd interview and select as they see fit and all HR would do is verify eligibility and... more »
