As the debt ceiling date of Aug 2nd approaches, Congress and head officials are arguing over how to resolve the crisis. At the same time, across the federal government employees are gearing up for the end of the fiscal year with their money burning holes in their pockets. Change Fiscal Year Spending Policies

Being in the military, I have seen the way the fiscal year spending policies currently in place have affected missions, causing us to be unable to purchase items that we need in a timely manner. Yet when it comes to the end of the fiscal year, we rush out to spend money on new flat screen TV's among other things just to insure our budget for next year isnt cut.

Change Fiscal Spending and Add it to Evaluations

I recommend changing the military fiscal policy so that an organization can have money at the end of the fiscal year and for it to not only be ok, but also be encouraged by making it a high priority item on evaluations (OPRs/EPRs, Civ Appraisals).

End "spend or lose" budgets - Save BILLIONS

Every end of the fiscal year, federal agencies rush to spend any leftover money to ensure they at least have the same budget the next year. Basically, there is a strong incentive to spend as much money as possible, resulting in terribly wasteful spending. I propose several measures be implemented to incentivize saving budget money:

Eliminate end of contract spend down

Ways to encourage saving money from being spent at end of contract or end of fiscal year:
1. Allow for contract extensions based on funds remaining. This will encourage the funds to be used as intended rather than wasted uselessly.
2. Financial incentives for funds saved at end of contract. Similar to bonus policies in some private corporations: pay out a percentage of the money saved (with a reasonable cap) to all employees... more »
