Excessive Human Subjects Reveiw Board Reqs

I am in no way debating the usefulness or ethical obligation of human subject review boards, especially in DoD funded clinical research. However, the current system requires an investagator to submit IRB packages for approval at the institution the researcher is employed at regardless of whether the work is actually being conducted within that site. This requirement simply fails to reflect the collaborative nature of... more »

Consolidate DoD Military Criminal Investigative Organizations

As a result of BRAC actions, the following headquarter elements of the Military (Defense) Criminal Investigative Service Organizations have relocated to a newly constructed facility at Quantico, VA. Also relocated to the same facility was the Joint Counterintelligence Training Academy (JCITA). The MCIO's have the responsibilities to conduct felony level criminal investigations and operations on behave of their respective... more »

Reorganize the Department of Defense for the 21st century

The "merging" of military warfare technology, information technology, and communications technology as we go through the 21st century will drastically alter the way warfare is conducted. Because of this, we need to simplify, at least on paper, the organizational structure of the Department of Defense. It MUST be organized around the five major functions of the Department of Defense, which are the design, development,... more »

Stop Paying Twice for Windows

We buy computers from Dell. Each computer comes with a license from Microsoft. (Sticker with license key) We then buy an Enterprise license to install Windows (any version) on that computer. Dell sells computers without Windows. We can buy our computers without Microsoft licenses, and then install our Enterprise software. (Volume Licensing)

We never use the preinstalled version, and we never use the license key we pay... more »

Eliminate DOD Decals for ALL Branches

Currently, the Air Force has eliminated the requirement for use of DOD decals on vehicles entering their bases. ALL branches should follow suit since 100% I.D. checks have been in place since 9/11 and will remain in place indefinitely. The decals provide no additional security and actually only allow potential terrorists to target DOD personnel. The elimination of decals for all branches will provide a significant cost... more »

Stop the repetitive "do-overs" for Personnel actions

The president announced that the hiring time for federal employees needed to be reduced - so Air Force Personnel Center now maintains metrics stating that they have no RPA's for hiring open more than 50 days... Unfortunately, they are skewing the metrics to meet the Presidential mandate but not actually accomplishing the hiring within the 80-90 day limit set by the President.
What is actually happening is that a supervisor... more »

Cancel the JSpOC Mission System acquisition

The JSpOC Mission System (JMS) currently being bid for and led by the Space and Missile Systems Center (SMC) under Air Force Space Command (AFSPC) is a redundant, bloated effort to replace aging stovepiped systems with new(er) non-industry standard stovepiped systems derived from code almost a decade old, completely ignoring the guidance set forth in DoD Directive 5000.1. The current Commerical-Off-The-Shelf products... more »

A Simple Idea That Is Easy To Implement

I propose that when military members are sent TDY they be required to share quarters or hotel rooms with one other member, providing they do not have to share the same bed, are of equal rank and the same gender.

When my unit was sent on a mission for a few weeks, we stayed at a hotel and each member got their own room which was equipped with two beds. My brother, also in my unit, was sent TDY with us and we decided to... more »

Cut Unneccessary Spending

I work in Medical Logistics (supply) at Spangdahlem AB in Germany. I see massive amounts of waste every day.

Taxpayer funds are allowed to purchase things like customized stethoscopes, fancy gel pens, etc. We don't need these items to function. I have a nice pen... that I bought with my own money. If commands were made to make sure units were purchasing the simplest day to day items that best get the job done DoD wide,... more »

Waste of Money

Good morning, I have several ideas to help out.

1. Where i work, in my building alone, the organization purchased 10 47" monitors that are mounted on the wall. One is located in the entrance to the building, playing the same thing over and over again. Only one other is used for briefings. The rest are collecting dust. If they got a good price at $800 dollars a piece, that is $8,000 in one building in the Department... more »

Automate the Design Change Notice (DCN) Process

Currently, to put a new part into the Navy Supply System we have to use a form called a Design Change Notice. Currently only Manual DCNs are accepted. This process currently requires the submission of a Word document which frequently gets returned by Naval Supply Systems Command (NAVSUP) WSS (Weapon Systems Support) due to transcription errors or incorrectly entered information. The time wasted filling out, re-filling... more »

Reduce military PCS & goverment employee move frequency

A more restrained and thoughtful PCS and move cycle would achieve immediate and substantial cost savings. The military in particular has adopted the mentality that members 'have to' move every 2-3 years. Many commanders, senior staff or those selected for special programs are moved even more frequently. This not only costs the tax-payer many thousands of dollars per move in direct costs but many more in associated expenditures.... more »

Responsibilities & Requirements Relational Database (R3D)

Place all responsibilities and requirements (R&R) for all federal government organizations into a single comprehensive relational database – R3D. For example, in the DoD this would include all service-level, command-level, center-lever, and base-level guidance and instructions.

Delete all R&R from all guidance and instructions and only maintain this information in the R3D. Eventually delete all guidance and instructions... more »

Consolidate AF Inspections

Consolidate AF inspections (UCI, LCAP, ORI, MCCI) into 1 inspection and have 1-POC for the inspections. Also, many inspections (ORIs) are obsolete (cold war era thinking). These serve no purpose other than to have MAJCOMs and Wing Commanders get a "warm-fuzzy" that their folks could survive if a ficticious cold war were to happen.

USG, including Executive, Legislative and Judicial Funding

"All USG agencies/departments, and the Executive, Legislative, and Judicial branches, should be funded at 75% of their end of fiscal year 2009 expenditures. One exception is DoD: DoD would be funded at 80% of its expenditures for fiscal year 2010. Rationale: to reconstitute forces expended for the previous ten years.
Funding would be held at these respective levels for 3 fiscal years, with only growth to aligned with... more »
