Extend Time Between TS Clearance Reinvestigations

Currently, an individual with a TS clearance must be completely reinvestigated every five years. This is an expensive and time consuming process that has provided little benefit in rooting out potential spies, terrorists, etc. My suggestion is to do a full reinvestigation every ten years and every five years do just a police and financial records check. This will reduce the manpower and time required and save the government... more »

Eliminate pagers and work phones

The pager system especially for physciains is an outdated system that no longer serves a purpose especially when almost all of us have cellular phones or smartphones. Eliminate the pager system and work phones and allow employees to use their own mobile phones.

SharePoint Saves!!!

All governmental organizations either currently have or are in the process of activating a SharePoint online Virtual Work Environment (VWE). More impetus needs to be placed on activation and utilization of these environments in an effort to truly 'do more with less' as well as creating a capability to implement their mandated telework capabilities and paper work reduction mandates. This one system will allow every organization... more »

Cost Savings VS Community Outreach

There are many expensive programs within the DoD (and perhaps many other governmental organizations) that spend money with no accountable cost-benefit; they are primarily for community outreach type efforts or for supposed morale. With the difficult budgets we are all facing, suggest deletion or at least suspension of all these type programs (i.e., USAF Tops in Blue, USAF Thunderbirds, Navy Blue Angels, Army Black Knights,... more »

Save over $500 million annually limit exec. air travel

I have noticed over the years that there has been alot of military airlift missions from our Command. The travel is mostly going from Norfolk, VA to Washington, D.C. Which is roughly a 45 minute flight, as opposed to a 3 hour drive. That is great for time savings, but not financial savings.

I noticed some flight orders with the expenses listed for the air travel. Usually between $11K and $12K a flight, so round trip... more »

P.M.S! - PRIORITIZE MONEY SPENT!

Something that I have noticed in my 2 yrs of civil service is that the government spends so much money on office supplies. For example ordering document protectors @ $25/for a box of 50 is ridiculous when you can get them from places like Office Depot @ $10/for a box of 50. That highlighter that you are using cost the government about $8/9 for a box of 6, when it could have been purchased for $3/$4 for a box of 6 at Office... more »

TELEWORK!!!!!!

We have been advised that Telework is both supported and encouraged by the Sec. of DOD and CMDR. in Chief. However, the loophole states that the final decision is left up to supervisors etc. There are other agencies(DLA) doing the exact same work and permitted to Telework, where as we NAVSUPWSS are not,, simply because the supervisors just don't like the idea. I live over an hour away from work and have asked for Telework,,... more »

Freeze PCS moves for one year, then slow them down

The Department of Defense has a policy to move people in and out of most duty stations every 2-5 years. This includes military personnel in addition to civilians working for the DOD (and every organization that comes under the DOD). I believe freezing PCS moves (Permanent Change of Station) for one year would save the government a huge amount of money. The costs of each move are substantial because they include airplane... more »

Federal Government buys local

The White House could develop a program which promotes and encourages Federal Agencies to source products and services from the local community whenever possible if the products/services are available at a competitive market price. The Agencies would see a cost savings by reducing the amount of money spent on freight and shipping of items and the distance federal employees must travel to meet with vendors. There would... more »

Linking acquisition and operational budgets within DoD

Currently, the budgets to procure military equipment and the budgets to operate and sustain them are separated and managed by different parts of the organizations. As a result, during acquisition, decisions that could lower the long term cost of operating weapons systems are often put at a much lower priority than those affecting immediate schedule or performance. If the same manager controlled both budgets, then rational... more »

High Effiency Hand Dryers

High Efficiency hand dryers should be required by all federal agencies in order to save significant amounts of money on janitorial services contracts as well as maintain compliance with the National Environmental Policy Act. The use of automatic hand dryers can significantly reduce the amount of paper towels used in public restrooms, which can lead to significant reductions in operating cost, waste, and the overall impact... more »

Save billions by using military instead of contractors

The Government pays contractors billions of dollars to do installation projects that could be accomplaished by assets that are already in place! I work in the Telecommunications field and have deployed twice to Iraq and Afghanistan to install communications on bases there. I also went to Iraq for 1 year as a contractor. I made more money in the one year as a contractor (over 170k) than I did the other 2 combined! And... more »

Modernizing DAU Online Course Delivery

I have never been a fan of online courses, particularly ones where a student simply clicks through a set of slides. However, online course delivery has evolved into a format that is not only cheaper, but one which can actually provide a higher-quality learning experience than a traditional classroom.

Universities around the world are now providing virtual classrooms for their students. I encourage you to view MIT’s free... more »

Make DoD Civilain LQA mirrior military entitlements

Currently DoD Civilian LQA is much higher than their Military counterparts of equivalent rank. This is due to the requirement to have DoD fall under Department of State regulations. Let the DoD control what overseas civilians get for LQA and not the Department of State. that way the DoD can operate more efficiently and save money. Currently a GS-9 makes more than a Lt Col does for off-base housing. GS-13 and higher make... more »

Enterprise-wide requirements management for Acqusition

In the DOD there is not an effective requirements management process for the acquisition programs. E.g. the requirements for the current electronic health record “AHLTA” came from an evolving set of capabilities and has spanned decades in development. Over the course of time, requirements changed or became flawed with no traceability of requirements from capability needs through design, test and implementation. Some the... more »
