Buy components not the whole module

Inside the Individual First Aide Kit (IFAK), is several modules with one being the "minor module". The minor module consists of about 12 component parts and 3-4 are shelf life controlled. Instead of replacing the whole minor module at a cost of $19.23 as is the current practice, why not just replace the expired shelf life components inside of it. Let Contractors design own aircraft using their own SMEs

Billions can be saved by letting the Big Defense contractors use their own SMEs(most are former warfighters) to determine requirements and let them diesign and build their own aircarft and trainers. Hundreds of thousands of civilain and military employees are in the loop as "shoppers" and and telling the professional aircraft industry how tio do their jobs. Consolidate all procurement commnds

Consolidate all procurement commands into a brand new single office under AT&L. Creat a entirely new procurement office staffed by buyers from Airlines and worldwide trucking and rail companies. Under one office and less then three layers of management and limit staff to less then a dozen.

Abolish the Program maagement functions in DOD

Since the advent of the PM function the pentagon has wasted billions and program schedules have stretched out for years. Just as in priviate industry, ther is a architect and a construction manager(to keep it simple) that run a project. let the Engineers (lead WEngineer run the project until it is designed and then let Lifecycle Inventoruy managers take over the contract oversight and spares of the sytems.
