When I began working for VA over 20 yrs ago we operated out of computer system under the (BDN) Benefits Delivery Network. This system was tied into all parts of VA. The main part we used was to pay deserving veterans benefits for their lost wages due to a slightly to completely debilitating disability. The VA National Cemetery system produces mailed paper postcard notifications of "Reserved Gravesites" (for graves set aside for spouses of Vets), notification when a monument is ordered, and now (coming) notification when a monument has been set into place. Cemetery System computer systems could have interconnects to DoD to automatically "pull" Veteran (retired and active) and load to a pool where DD-214 and other eligiblity information could be gathered through fully automated interconnects to partner agencies that commonly provide eligiblity data to VA by FAX (DOJ, IRS, SSA, DoD, etc.)

Solar panels could be built, and save money spent on energy throughout time. Throughout our VA, we use aerosal cans and such for cleaners and deoderizers. Studies have shown that the chemicals put into aerosal cans, can diminish the OZONE layer and hurt our atmosphere.

I think that we should cut those cost, and turn to bottles with pumps instead of continuous aerosal sprays.

Automation of VCAA Letter for Veterans Benefits

The VA is required by law to send all claimants the VCAA Letter, "Veterans Claims Assistance Act" Letter, with the purpose of helping the claimant. There are millions of these letters sent out each year.

Overhaul the VA Claim Rating Schedule to Eliminate Subjectivity

The VA has a Rating Schedule which is used on every VA Disability claim. On the Rating Schedule, some percentages for disabilities are set up for "mild" or "moderate" or "moderately severe", etc. One Rating Specialist can grant 10% whereas another can grant 20% or 30%. The Rating Schedule should be less subjective to allow for proper payments to be made to Veterans.

Following the terrible experience with my father at the Oklahoma City VA Hospital Emergency Room/Hospital, I suggest to close all VA hospitals. Allow veterans to obtain primary health care from private, local providers using a Federally issued credit card for veteran's benefits, much like an insurance card. VA Claims-Match C&P Exam Language to Match Rating Schedule

Veterans attend C&P Examinations at VA Medical Centers to get medical evidence for a determination for disability benefits and payments.

Many times, the C&P Exam language does not match up to the VA Rating Schedule which is used to determine benefit amounts.

If the VA Medical Center had a checklist for the disability which is being examined, the examiner could determine the proper severity for evaluation.

The VA and SSA collects claimants e-mail addresses on claim applications.

 

A monthly benefit e-mail Newsletter should be sent out to all applicants and beneficiaries. The newsletters would include information regarding reporting earnings, changes to report, and other useful data to ensure timely correct payments.

Statistics show that 91% of Americans now use cell phones. Over 35% of Americans now own a smart phone.

There is an App for everything these days. The VA has a great website online. There are a lot of private companies that have Apps that give VA information.
