If your not part of the Navy this might not make sense, but with the stand-up of the Naval Installations Command (NIC) a key component to its ability to perform it support mission is tied to contracting capability. That capabilitiy was never given to NIC who must rely on NAVFAC and NAVSUP to purchase services. The idea is that each federal agency must comply with the environmetnal laws and regulations. This means each has to staff to identify and ensure compliance requirements are properly funded.
