Every project initiation assumes some sort of risk, at the cost of budgeted funding up front. Through the life of that project, you either spend that funding to mitigate those risks, or get lucky and avert the risk at less cost than expected. Hotel Per Diem Incentive to Traveler

Encourage employees to choose the lowest hotel rate below the Per Diem by giving them 10% of the amount below the Per Diem. Example, if the Per Diem is $200 and the final hotel bill is $100, the traveler would receive 10% of the amount below the Per Diem - $10.

Energy Efficiencies Savings

Provide monetary incentive for energy efficiency and conservation measures by returning half of energy savings back to the installation for use in additional energy conservation initiatives. Harvest the remaining savings to invest in the Energy Conservation Initiative Program (ECIP) or development of renewable energy across the DOD.

Incentive

Providing each employee with a small portion of the money their agency saved will drastically change the way they spend. Sort of a bonus for not wasting, and available to all federal employees, supervisors, and office holders. Many agencies already have bonus funds. Maybe we could add 20% of their savings to the bonus pot.

Sometimes employees are obliged to work from home, hotel, or other non-office location. Their department traditionally issues a computer or laptop. This physical property is expensive, vulnerable to theft, and vulnerable to data theft & loss. Solution? A thumbdrive operating system that can be started up from any computer at the employee's disposal.
