Most appeals go through the "reconsideration" stage even when there is no new evidence to consider, medical or otherwise. I propose any such appeal bypass reconsideration and be scheduled for a hearing before an Administrative Law Judge.

The Disability Determination Services (DDS) perform initial and reconsideration medical reconsiderations.
