Save costs on real estate and leasing fees by moving Federal offices now located in DC to a limited number of satellite government centers in the states surrounding DC. A cash benefit in lieu of free parking or other valuable transportation benefits should be offered. The Federal government owns a lot of property, and a lot of that property is devoted to car parking. Planned Building Shut-downs

Within an agency, each building will decide on one day per month to shut down operations. This effort will save energy and reduce the agency's carbon footprint, directly reducing energy and real estate costs.

 

Employees will be encouraged to telework, which contributes to happier employees with better work/life balances.

Convert old paper docs to pdf format/reduce real estate holdings

A good portion of government office real estate is taken up by paper documents storage. In addition to implementing electronic documents today, we need to capture information on paper documents generated before electronic means were available. Cell Phone Carrier Service- Free

Some installations (and also public lands) have cell phone carriers who lease out land to have cell phone towers on them. Require that a provision of the lease be to allow the government cell phones and blackberries at that particular area to have free coverage on that providers network.

Consolidate Regional offices

There are many, many regional offices across the country. Why not follow the recent lead of the Census and start moving to a 21st century model that relies much more on telecom (which is more cost efficient for taxpayers and convenient for consumers) rather than brick and mortar. Office Space Limitations

OMB needs to establish an average usable area for office space. GSA measured this in 2001 and it was 230 square feet. Most businesses use 150 sf or less. OMB needs to ban private offices or limit them to 2% of the area of owned or leased office facilities. Heads of Agencies should be like Martha Johnson of GSA and sit in a cubical like their staff.
