The Commisary and PX programs at military bases should be eliminated and replaced with commercial operations. Tax free sales hurt the states in which these bases are located and cause morale problems for those working on bases without military background (or friends who buy for them). US dollar coins are being stored. They are not circulating. Dollar coins are cheaper in the long run than paper one dollar bills.

Have the PX, BX, comissary, Marine exchange, clubs in the Morale and Welfare system, etc. Start each day with a specifiec minimum of dollar coins in their "bank", "drawer", "tray" or what ever the enterprise calls the money availalbe... more »

slowly transition from the use of plastic bags in commisaries and BX (base exchanges) worldwide. This transition should take 3 to 5 years. As a transition incintive, give a small discount to individuals who utilize reusable shopping bags (2 or 3%). This environmental and cost savings is already inacted in the privates sector by such companies as Aldies, Sams and Costco.
