Many Coast Guard members are required to obtain a Government Purchase Card. Following the proper Source of Supply is essential to obtaining supplies and services as well as receiving the proper cost for each item or service.

Require agencies to use centralized purchasing for training

Require all agencies to use a centralized purchasing card to pay for all training. it would be easier to track all training actions, and require far less overhead FTE to process and reconcile actions. Phase out training authorization paper forms. This is a costly, no value added process from the 1950s that is long past due for an improvement.

Remove the Cap on Government Purchase Card Purchases

Currently, there is a $3,000 cap on purchases made on the Government Purchase Card. The Government receives a 1 percent rebate on all charges to the Purchase Card from the issuing bank. Internal controls are supposed to be in place to protect against unauthorized charges. By removing the limit, the cardholders could charge higher amounts, thus earning the Government more in rebates. As a purchase card holder in Engineering there is a limit of $2500 for services. Equipment rental fall under that category. For construction projects we use local rental companies for heavy requipment. In order to stay under the $2500 limit we frequently have to turn in equipment before the project is finished which means having to pay duplicate delivery, pick up charges and delivery fuel charges.
