Wasteful Ordering, Paper & Postage - Two Ways to Save Money

There are many good ideas to save money by altering usage of postage, office supplies, paper, etc. I propose two different and specific avenues to save money, at least within FSIS.

Offer Electronic copies of NEPA, SOPA

Currently the Forest Service mails single-sided printed copies of the Schedule of Proposed Actions to thousands of people per forest every quarter. Why not print double sided to save paper and postage? Why not offer electronic delivery (it's been online for a long time) instead of automatically mailing a paper copy? Postage and Shipping Savings

Various components of the federal government utilize UPS, Federal Express (and possibly still DHL?) for shipping of files and documents while the US Postal Service continues to languish financially. US Postal Service Express Mail is a cost-effective alternative to the UPS and Federal Express. Ask Banks & other Institutions to provide postage

Currently we send requests for information to a beneficiary and provide a non-postage paid return envelope; the client is requested to add postage. Clearly the post office will not deliver mail without proper postage.

I believe in tough economic times we have to make the same sacrifices most of our beneficiaries do.

USPS

This idea will save money for EVERY governmental agency who mails packages using a third party vendor.
Currently, we have a negotiated contract with UPS so it is cheaper to send packages using UPS. Can the USPS and the US Government get together and work out a negotiated contract like the ones we have with UPS and FedEx? It does not make good sense to pay a third party to do what a government entity can do.

Use Scanners - Don't mail case files - Email PDF Files

I am a revenue agent who upon completion of a case, print all necessary documents to assemble into a hard file and then mail it to my manager who then mails it to the next appropriate place for storage. Hard copy case files are created for LB&I cases and SBSE cases. These files can be quite large and will take up a lot of space to store and be expensive to mail. Charge for shipping, use USPS more.

For offices that sell items, we should really charge for shipping. Sometimes we send out $4 maps and abosrb $3 in shipping charges. We already have POS systems in place, it would not be difficult to set them up to process shipping charges. Case Files should be paperless

Case files are a waste of paper with all the consistent printing and discarding of reports in the case files. That is an obvious waste, but what most don't realize is that we also have case file rooms or storage rooms that we rent in order to hold these case files. Currently, any correspondence to taxpayers who file a joint return with the IRS require separate notices to the husband and wife. This results in additional costs for paper, printer, toner, postage, envelope, and other associated expenses.
