Upper management Federal employees, Senior Executive Service, and congressional staff receive bonuses based on a percentage of their salary. This should be eliminated.
Executive Office of the President
Since congress wants to cut off all pay raises and bonuses for government employees then perhaps they should have to do the same for their own staffers. I read in the paper that most congressional staffers got an 8% bonus this year while the rest of us are going to be capped at 1%. Why the discrepancy? Let that money go back to the treasury to pay down the debt.
Congress should set an example of fiscal prudence by instituting a needs test for salary and benefits. There is no reason why a multi-millionaire should expect the taxpayers to foot the bill for his or her healthcare or retirement, much less a salary while in office.
Department of Homeland Security
Pensions paid for by the federal government should not result in employees receiving pensions that are greater than their salary.
Executive Office of the President
Currently federal agencies mandate electronic payroll deposits. On the flip side, many still send out paper payroll subs.
I would like to see a federal mandate to make all payroll stubs electronic. This would save postage and paper costs while simultanelously expediting these notices to all federal employees.

Quit promoting individuals who cause problems, and terminate them.
Not only are you just causing more trouble for the section, agency, or department they are promoted to, you are also increasing their pay. and continuing to pay them for years, then they retire and you further continue to pay them.
Spend some money on investigating them and get them out. Cut ties.
Integrity for all
Creat a common pay system for all military branches and Government agencies. Create a common accounting and reporting system for all branches and agencies

Congress should be held accountable for their inability to perform their duty. If the government shuts down, they should not be paid. If they reduce government pensions, congressional pensions should be reduced as well. Their actions should carry requisite consequences for their responsibilities.
If Congress does not pass a government spending budget by the beginning of the fiscal year, then their pay should stop until they do!!!!
