The buddy system is alive and well in DoD - to truly get the true leaders to the top of the heap, employees should have input into their performance reviews. I recommend changing the military fiscal policy so that an organization can have money at the end of the fiscal year and for it to not only be ok, but also be encouraged by making it a high priority item on evaluations (OPRs/EPRs, Civ Appraisals).

The Officer Performance Report (OPR) and Enlisted Performance Report (EPR) processes used by the US Air Force can be greatly simplified and would result in huge savings, nearly $2 billion per year. I am primarily familiar with the OPR process (for AF707) but I understand the EPRs suffer from similar inefficiencies.
