Eliminate Bulk/Junk Mail For Overseas Military

For OCONUS bases, the U.S. military transports all mail for their service members. Much of this mail ends up being junk or bulk mail. This consists of coupons, free magazines, advertisements, etc which the service member cannot use for the most part anyways. For certain bulk/junk mail it is shipped 1st class to members. Both of these mailing options increase cost where no real demand for these items exist.

OCONUS Military housing Optimization

U.S. military personnel currently function under the traditional Overseas Housing Allowance (OHA) policy while stationed abroad. This policy is a “Use-or-Lose” policy which does not incentivize those who do not refrain from spending their OHA entitlements to the maximum allotted level. OHA to BAH System for OCONUS

All OHA needs to switch to the BAH system. This would drive the OCONUS housing market to be more competitive, with massive benefits to the Air Force, many benefits to the service members, and even, to a lesser degree, some benefits to the local community. Members have absolutely no incentive for saving the Government money under the OHA system.

OCONUS DoD Contract Administration Support

The DoD should require Service (Army, Navy, etc.) buying commands to delegate OCONUS Contract Administration support to the Defense Contract Management Agency (DCMA) whenever possible, and to report to their Service acquisition chief when they elect not to.
