I noticed people wearing coats/sweaters in the summer. By setting thermostat back up to 10 degrees saves up to 20% on Cooling/Heating bill. We conserve energy where ever possible at home; the same should apply at work.
Require warmer facility temperatures in summer and cooler facility temperatures in winter. Encourage people to dress appropriately for the season. Most facilities could change their temperatures a degree or two with little difference in occupant comfort. Over the entire federal government a huge cost savings can be recognized. Unoccupied spaces can be adjusted more significantly.
The military ,every year moves hundreds of thousands of members just for career advancement.The taxpayer not only foots the bill for the expensive move but also in the 2-3 months of lost productivity Cut these permanent change of station moves by 2/3. Raise the time on station limit to 6 years before someone can move to another base.

Have an income requirement for reception of free eyeglasses for ALL veterans. Currently all veterans, whether service connected or not can receive free eyeglasses every year and get unlimited replacements free of charge. Cost shift for the higher income patients and only give pone pair a year free for lower income veterans.

Raise Taxes on Companies like NIKE that Outsource Work. Then offer tax advantages for companies that keep work in U.S. This could end our budget crisis with revenue it would bring in. We bring jobs to with companies that come back to U.S. with there jobs.
Reuse existing buildings when possible. Existing building use is usually more cost effective and is more conserving of resources. It is wasteful to tear down buildings that can be used productively.

Many agencies print things and provide to the public for free. Start charging for those items. They can still be free on the internet but if someone wants a printed copy or disk they need to pay what it costs PLUS some percentage over cost (50%) for a small profit margin. This would provide a revenue stream not used before.
