Each service has it own structure to run the day to day management of installations. In the Army, it is the Installation Management Command and it is responsible for the majority of Army installations.

Require Second in Command (XO) positions to be civilian

This will help streamline and buffer changes that incoming Commanding Officers require. Some changes that new officers want to make not only result in significant changes, but also cost a lot of money and do not improve the mission. Having a second in command civilian can help buffer this.

LET THE ARMY INSTALLATION COMMANDER COMMAND THE INSTALLATION

Army bases are broken into dozens of different commands. To coordinate with people across the hall have to go up the chain, to another command and then down. Crazy foolish waste of money. Let the Installation Commander COMMAND THE INSTALLATION. ARMY IMCOM is a WASTE of TAXPAYER MONEY.
